Tragedy of the Commons and Tamiflu

Here’s a great example of the Tragedy of the Commons. Fidelity Investments is offering Tamiflu to their employees through a private physician with whom they have contracted to supply prescriptions. After reading the article, can you explain how this exemplifies the Tragedy of the Commons? Should there be restrictions on private organizations providing this type of good without public health officials’ consent?
